Dr Huw Bowen DL has been awarded the Freedom of the Borough by Chesterfield Borough Council, the authority's highest honour. The award recognises his 18 years as Chief Executive and more than 20 years of service to the council. The honour was conferred at an extraordinary council meeting on Thursday 23 July, following his retirement in May 2026.
A career spanning two decades
During his time as Chief Executive, Dr Bowen was instrumental in developing Chesterfield's £2 billion growth programme and championing job and skills opportunities for local people. He reset the council's values, delivered improvements across all service areas, and oversaw multi-million pound investments in sports and cultural facilities. He also introduced a performance culture focused on results and success.
Throughout his tenure, Dr Bowen was recognised for his consistent pride in the dedication, professionalism and commitment of council staff and their vital role in delivering services to local communities.
What the honour means
The title of Honorary Freeman of the Borough is a purely ceremonial honour dating from medieval times. Since 1885, fewer than 30 individuals have been awarded the title. Dr Bowen is the first person to receive the honour since 2008.
Dr Bowen said: "Chesterfield Borough Council is a great council to work for, a council blessed with dedicated councillors and talented officers committed to working in harmony to improve the quality of people's lives across the town and borough. For the council to see fit to confer the honour of freedom of this great Borough upon myself means everything to me and my family. I am truly humbled for my name to be added to the roll call of notable individuals, regiments and organisations that currently hold the status of Honorary Freemen of the Borough of Chesterfield."
